Is there anyway to verify a serial number for a tour issued club? Specifically a driver?

Hello all. So my brand new TSi3 driver does not have a rubber washer/grommet on the screw. Is this new and the way TSi drivers are built? And to confirm I have verified with one other new TSi3 owner his also has no grommet. Thanks
