Hello, are Titleist DCI 981 allowed for scratch competitions in Europe?

You should be able to find a list of the R&A conforming equipment. Assuming they have not been altered by re-grooving they should be ok. The original Spin-milled wedges are the primary non-conforming Titleist clubs for competition. .
