At least in the US, I can only order online through Vokey.com - Wedgeworks.

We've always been able to access Wedgeworks - it just takes an extra step (so I guess no, not directly). There is an international order form on the Wedgeworks site that allows you to order the same options, albeit via a form that you would then need to take to your local Titleist account holder (Golf Pro, Shop etc.). Alternatively you can ship to a US address then arrange for forwarding or pick-up but you will pay Customs fees at the border. I have ordered through my local Pro several times without issue. No idea what will ultimately appear at local retailers though.
